“When ‘Talking the Talk’ is Not Enough: Strategic Partnerships between States and International Organizations in Search for Reliability”

IPSA’s 24th World Congress of Political Science in Istanbul, July 23-28, 2016

 

Panel description

 One after another, crises and ever growing challenges to international peace, security and welfare put a new premium on strategic partnering – either to enhance mutual gains or to prevent nasty consequences of non-cooperation. Strategic partnerships among the states inter se, but also incrementally between states and international organizations, have emerged apace since the millennial change. Hastened by drifts in the international system and crises from ‘9/11’ to fiscal and economic crisis, ISIS and ‘Ukraine 2014’, the concept and practice of strategic partnerships found themselves in a phase of thorough reassessment. So has the politics of strategic partnerships – both extant and intended ones that, at large, well capture the Congress main theme for inequality is found among the partners (asymmetry) and featured in partnerships (relevance). The latter’s binary rationale (balance of ‘strategy’ and ‘partnership’) and manifold relevance is what the panel attempts to address in its search for conceptualizations (criteria, causalities, definitions) and empirical examinations (case studies on substantiality, deliverability and effectiveness of state-IO partnerships) of ‘reliability’ in strategic partners and partnerships as such.

The panel will seek to structure discussions around two ideas: strategic cooperation sustainability (commitment, resilience, institutional empowerment) and partnership substantiality (legalization, salience, problem-solving, institutionalization, etc.).

Papers addressing either of these two mainstream topics of the panel in both theoretically informed and empirically grounded ways are particularly welcome, just as are those papers that support the advanced theoretical claims by empirical examples beyond a single case study on strategic partnership between a state and an international organization of paper-givers’ choice.
